On August 26, two decades after the fateful events in the rugged mountains of Dera Bugti, the death anniversary of Nawab Akbar Bugti once again brings the complex dynamics of Balochistan into focus. While anti-state elements and violent terrorist networks attempt to weaponize his memory every year to fuel an anti-Pakistan propaganda machine, a sober look at historical facts reveals a vastly different picture, one that highlights both the reality of his final hours and the sharp divide between traditional tribal leadership and modern, ideologically violent terrorist outfits like the Baloch Liberation Army (BLA).

On 24 August 2026, four labourers working on an under-construction road in Saranan, Pishin, were killed by Baloch Liberation Army terrorists. The victims were ordinary workers who had come to earn an honest livelihood and contribute their labour to a project intended to improve connectivity and development. They were neither combatants nor political figures.Yet they were deliberately targeted. Their killing exposes a fundamental contradiction in the BLA’s claim of fighting for Balochistan: those who contribute to the province’s development continue to become targets of the violence carried out in its name.

The displacement and phased rehabilitation of families from Tirah Valley in Khyber District is the difficult, necessary work of a sovereign state confronting terrorist networks that have long exploited the valley’s rugged terrain and porous border with Afghanistan. The literature issued by the Baloch Liberation Army is an attempt to develop ideological and organizational framework for sustaining terrorism. Presented through the language of “modern guerrilla warfare,” the publication discusses weapons, logistics, secrecy, resource management, organizational discipline, indoctrination and psychological warfare. Together, these themes reveal a document designed to professionalize, rationalize and perpetuate BLA’s terrorist campaign.

Balochistan occupies a paradoxical place in Pakistan. It is the country’s largest province by territory, yet its population remains comparatively small; it possesses enormous mineral and strategic potential, yet much of that potential remains unrealized.

In a recent interview, Colin Smith, Coordinator of the UN Security Council’s Analytical Support and Sanctions Monitoring Team, pointed to the presence of nearly 20 terrorist organizations in Afghanistan, including Tehreek-e-Taliban Pakistan (TTP), Al-Qaeda and Islamic State Khorasan Province (ISKP). His remarks reinforce the findings of the 38th UN Monitoring Team report, which identifies Afghanistan as an enduring security concern for its neighbours and the wider region.
