For a province where “historic budgets” and “landmark reforms” have been promised before, only to fade into partially completed schemes, Education Minister Raheela Hameed Khan Durrani’s assessment this week carries a different weight, precisely because it does not pretend the old problems have vanished overnight. Her acknowledgment that the department has spent the last two years working through major, long-standing difficulties is itself notable. It is an admission that Balochistan’s education crisis was real and structural, not a talking point to be managed, and that the response had to be equally structural.
The headline figure, a provincial literacy rate now at 49 percent, will invite comparison to years of stagnation on this exact metric, and rightly so. But literacy gains of this kind do not happen through slogans. They happen because more than 700,000 children have actually been brought into classrooms across the province in two years, a number that only means something if the seats, teachers and monitoring exist to keep them there. That is where the introduction of biometric attendance and Geo fencing systems matters most. Balochistan’s education sector has for years been shadowed by the twin problems of ghost schools and ghost teachers, facilities and salaries that existed on paper while children and communities saw nothing on the ground. A monitoring system built on biometrics and Geo fencing is a direct answer to that specific credibility gap, an attempt to make enrollment numbers auditable rather than simply announced.
The department’s attention to what happens after enrollment is equally significant. Technical training for girls through middle-tech and matric-tech Programmes, now being considered on a province wide basis, addresses a gap that has quietly determined outcomes for years: girls who complete secondary school in Balochistan have often had nowhere structured to go next, particularly outside the province’s main urban centers. A dedicated policy aimed at building multiple educational and vocational pathways is an acknowledgment that a single academic track was never going to serve a province as regionally and economically varied as Balochistan.
None of this should be read as a claim that the underlying challenges are behind the province. Teacher shortages in rural and border districts, uneven textbook delivery, early marriage’s effect on girls’ secondary enrollment, and the reliance of flagship Programmes on continued donor support remain open questions that will determine whether this progress compounds or stalls. What has changed is that these are now framed as problems being actively engineered against, through monitoring systems, targeted policy design and district-level attention, rather than problems the state hopes will resolve themselves through budget announcements alone.
The minister’s stated ambition, to give Balochistan’s youth opportunity, direction, motivation and genuine prospects for advancement, is a modest way of describing what is in fact a generational bet: that a province long defined by its education deficits can instead be defined by how deliberately it closed them. Two years of enrollment growth and accountability infrastructure do not settle that bet. But they are, credibly, a first real attempt to place it.
